The current 5.0.14 PTR patch (https://news.blizzard.com/en-us/starcraft2/24140120/starcraft-ii-5-0-14-ptr-update) has a number of significant changes to Protoss, most notably replacing battery overcharge with energy recharge. These changes are intended to make Protoss more successful in premier tournaments without making them stronger in ladder play.

Many people think these changes will fail to make Protoss more successful in premier tournaments. One such person (https://www.reddit.com/r/starcraft/comments/1gntak9/serious_offer_ill_bet_up_to_10000_usd_that/) claims they'll stake up to $10,000 USD that this question resolves NO.

Premier tournament as defined by Liquipedia: https://liquipedia.net/starcraft2/Premier_Tournaments (gold highlights only)

Minor patches will not count as a new patch. It will only be considered a new patch if the version number increases to 5.0.15 or higher.

To count as a Protoss player, the player must have played more than half of their match wins in the tournament as Protoss.

The current patch cycle has a new major patch roughly every 6-8 months: https://liquipedia.net/starcraft2/Patches
