I sympathize with people who would interpret this question differently as the renovation is almost complete, and the criteria were imperfect, but we have to stick to the rules as given. The major open spaces are available, but there is still considerable work done between the buildings in the middle. There are open dugouts and a solid amount of physical labor remains. The media seems to describe the renovation as ongoing.
