Resolves to the time that we receive confirmation that he has officially submitted paperwork to

withdraw from the Senate race, or to whatever time he is confirmed to have done so at, even the official confirmation comes later.

So, if at 3:05pm, a credible news source says "Platner just withdrew", but doesn't state any more specific time, then it resolves to 3:05pm.

If at 3:05pm, a credible source says "Platner withdrew at 1:30pm," then it resolves to 1:30pm.

I will not bet in this market so I can remain objective about what constitutes a credible source for this market.
