 In certain countries, paying someone to register (or promise) to vote is illegal. I believe this is also the case in the U.S.

 They aren't paying people to vote a certain way, they are paying people to register to vote. It's not a joke or a trick, they're just making a gesture to encourage people to engage in the political process.

In most CA counties, it is advantageous to register Democratic regardless of your political beliefs so that you can vote for 

 and Democratic Party primaries. Note that your party preference is public information.
