Resolves somewhat subjectively. I may wait a week or so after the new Pope gives his initial opinion to see if things immediately change. If it's not obvious which is right we can perform an adjudication process.

If the restrictions on the latin mass remain 90-95% in place, as they seem to be, I'm inclined to resolve this as Disallow.
Edit: Well, there are the "two-year dispensations". I would be curious to see how many of them have been granted.
