Resolves to Yes if in STALKER 2 as it's launched including any optional content that is released with the game initially you get to see Strelok as a NPC - i.e. a character with a 3D model. Central case of Yes would be if you can shoot him, talk with him using the game dialog system etc., but if he has just a playable cutscene, it still counts as yes. Counts as No if in a non-controllable cutscene, text or image-only mention doesn't count.

Resolves to Yes also if Strelok is the playable character.
