Resolution criteria
Resolves YES if, by 23:59 on September 30, 2025 (Lisbon time), Portugal has formally recognized the State of Palestine via an official government communication (e.g., Ministry of Foreign Affairs or Prime Minister’s Office on mne.gov.pt or portugal.gov.pt) or a publication in the Diário da República; otherwise NO. Intent-to-recognize statements do not count unless they explicitly state that Portugal “recognizes” the State of Palestine. If recognition is announced and not retracted by the deadline, this resolves YES. Primary sources to check: Portuguese government/MFA pages and, if needed for confirmation, major wires. Background
Portugal had not recognized Palestine as of early 2025 and said on July 31, 2025 it was considering recognition around the UN General Assembly, after consultations with the president and parties. (sicnoticias.pt)
