If we assume IQ does accurately describe what it is intended to, arguably the opinions of any given IQ are more likely to be useful than those of any lower IQ, thus any >100 IQ opinions can be expected on average to be useful to >50% of the population, which seems like a reasonable threshold for general usefulness absent any more specific context.
