If they already have a book in English and Publshkin publishes a different book, that one counts.

Authors who currently have a book already published or announced as of September 12th 2024 don't count (Shimada, Ayatsuji, Ashibe, Uketsu, Yokomizo, Takagi, Yamada, Nishikawa, Ayukawa)

Short stories in a collection count, subject to the same terms above.
