I really don't think there is any ambiguity left here. Your criteria say "Resolves yes if OPM grants Christmas Eve off as authorized by the president." The president just told OPM to do it. Are you really holding out resolution on the theoretical possibility that OPM defies Trump?

For this market I’m sticking to the written resolution criteria, which specifies OPM granting the full day off. An executive order alone doesn’t clearly meet that condition unless OPM issues implementing guidance, so I’m waiting for an explicit OPM announcement before resolving.
