They've said they will do this but it is yet to be made law. It is against the advice of the ACMD (Advisory Council for the Misuse of Drugs).
Ban = illegal for possession without suitable licence/permission etc (likely from the Home Office).
If there is further devolution such that it is banned in England but not one of the devolved administrations, this will still count as a 'yes'.
I will resolve it at the end of this current Parliament.
