If the system changes such that schedule 1 has different rules, but is still called something equivalent and matches up roughly to the UN schedules, I will still count it as 'in schedule 1'.

Schedules are what determine how strict controls are for use in medicine or research. Schedule 1 is for substances with 'no medical use', research can be done under strict conditions with a licence.
