b. Relocation: If the project relocates outside of Sonoma County at any point, the market will immediately resolve as "never".

c. Disbandment: If the Esmeralda project officially disbands or ceases operations, the market will immediately resolve as "never".

6. Boundary Definition:

a. Residents must be living within the officially designated boundaries of the Esmeralda project.

b. These boundaries must be within Sonoma County, California.

c. Any changes to the project's boundaries must be officially documented and will be considered by the resolver.

7. Temporary Fluctuations:

a. If the resident count drops below 50 after initially reaching the threshold, the original date of reaching 50 residents will still stand as the resolution date.

b. However, if the count drops below 40 residents within 60 days of initially reaching 50, the threshold will be considered not met, and counting will continue.

8. Dispute Resolution:

a. In case of any disputes or ambiguities not covered by these criteria, the final decision will rest with the designated resolver (VivaLaPanda).

b. The resolver will make determinations based on the spirit of the question - identifying when Esmeralda becomes a "real" place with a core community.

c. Any major disputes or decisions will be transparently communicated to market participants.
