Esmeralda is an ambitious new city project in Sonoma County, California. This market aims to determine when Esmeralda will transition from a conceptual project to a tangible community with a significant permanent population. The question "When will it have 50 permanent year-round residents?" seeks to pinpoint the moment when Esmeralda can be considered a "real" place, with a core group of committed residents outside of the project's staff.

Resolution Criteria:

1. Resident Definition:

a. A "permanent year-round resident" is defined as an individual who:

i. Maintains their primary residence in Esmeralda for at least 9 months of the year.

ii. Has resided in Esmeralda for a minimum of 60 consecutive days at the time of counting.

iii. Has a clear intention to continue residing in Esmeralda indefinitely (e.g., employment in the area, children enrolled in local schools, etc.).

b. "Non-staff residents" explicitly exclude:

i. Individuals directly employed by the Esmeralda project or its parent organization(s) in full-time, part-time, or contractual capacities related to the city's development or operation.

ii. Immediate family members (spouses, children, parents) of such staff, unless they have independent reasons for residing in Esmeralda unrelated to their family member's employment.

c. Temporary visitors, tourists, or short-term renters are not counted as residents.

2. 50 Resident Threshold:

a. The threshold is reached when there are 50 non-staff residents simultaneously living in Esmeralda for at least 30 consecutive days.

b. The official date of reaching this threshold will be the 30th day of this period.

3. Verification Process:

a. Resident status will be verified through:

i. Official communication with the governing body of Esmeralda, with followup verification if there is dispute as to the accuracy of their numbers

4. Timeframe and Resolution:

a. The market will resolve to the earliest date when the 50 non-staff resident threshold is verifiably reached.

c. If the threshold is not reached by December 31, 2035, the market will resolve as "never".

5. Project Continuity:

a. Rebranding: If Esmeralda rebrands or is acquired, the new entity will be considered a continuation of the project for the purposes of this market. The resolver will use personal judgment in unclear cases, prioritizing the spirit of the original project.

b. Relocation: If the project relocates outside of Sonoma County at any point, the market will immediately resolve as "never".

c. Disbandment: If the Esmeralda project officially disbands or ceases operations, the market will immediately resolve as "never".

6. Boundary Definition:

a. Residents must be living within the officially designated boundaries of the Esmeralda project.

b. These boundaries must be within Sonoma County, California.

c. Any changes to the project's boundaries must be officially documented and will be considered by the resolver.

7. Temporary Fluctuations:

a. If the resident count drops below 50 after initially reaching the threshold, the original date of reaching 50 residents will still stand as the resolution date.

b. However, if the count drops below 40 residents within 60 days of initially reaching 50, the threshold will be considered not met, and counting will continue.

8. Dispute Resolution:

a. In case of any disputes or ambiguities not covered by these criteria, the final decision will rest with the designated resolver (VivaLaPanda).

b. The resolver will make determinations based on the spirit of the question - identifying when Esmeralda becomes a "real" place with a core community.

c. Any major disputes or decisions will be transparently communicated to market participants.
