Mains and Secondaries both count, so long as they are explicitly listed by the published rankings.

For example, here are some previous years going by counting both listed mains and secondaries in this way:

2022: 8 (no falcon or peach, but Axe pika and Slug icies)

2019: 8 (no icies or peach)

2018: 10 (no icies but Axe has Young Link listed and Plup has Samus listed)

2017: 12 (no icies, Axe has YL listed, Plup has Luigi AND Samus listed, Mango has Mario listed)

2016: 10

2015: 10

I think we can confidently assert that Cody, Zain, Jmook, Plup, Leffen, Moky, Mango, Amsa, Hbox, and will be on. If Doctor Mario and Marth are both present for Mango's card (which they were for the summer ranking) that counts 7 characters in the top 10, with only one slot remaining (Kodorin's which doesn't seem clear cut now). The following players usurping Kodorin would make 8 characters:

Wizzrobe/S2J/Salt + Falcon,
Aklo + Link,
Trif/Llod + Peach

But the only player I think who could make a case for top 10 that is not above is Kodorin.

I currently place the odds that Kodo gets top 10 at probably ~33%, so I'm closing my NO position and buying YES.

If zain seriously commits to ICs this will be easier, but there are a handful of prospective foxes who might be new additions and take up places from Axe, Llod, S2J, etc. Plus Mango isn't a LOCK as of this moment so there might even be no falco. Probably something like 55% as of this moment.
