SEPTA has proposed a 21.5% fare increase to address a significant budget deficit. However, a judge has temporarily enjoined this fare increase: https://www.cbsnews.com/amp/philadelphia/news/septa-regional-rail-cuts-judge-injunction/. This market resolves to 'Yes' if SEPTA implements the fare increase by January 1, 2026 and 'No' if it does not. (For avoidance of confusion, a fare increase that is effective starting Jan 1 will count for YES.) It doesn't matter if the fare increase is later reversed if it is effective at some point, even for a moment. Resolution will be based on official announcements from SEPTA's website: SEPTA News.
I will count fare increases averaging over 18% as YES to avoid resolving no on a technicality.
