To me that's fairly straightforward, but the title is a bit poorly phrased (because it mentions "on decision day"). In that case, it's possible this should N/A, if the title & the description are in enough conflict. But I'd personally say this should be YES (with N/A as the back-up if it's too poorly phrased—they certainly didn't stay together)
