Strong swear words do count, it is unusual to hear them in media aimed at kids in general, they're usually permitted in media aimed at teenagers or adults, they're usually forbidden by parents and teachers, they're sometimes forbidden by strict professors and bosses, and they're sometimes even forbidden by law in case of slurs.

Non-English swear words don't count e.g. scheiße, fick, merde, mierda, pendejo, cabrón, suka blyat etc. Unexpanded acronyms containing swears also don’t count e.g. wtf, gtfo, omfg, stfu, idgaf, fml, milf, af, mf etc.

The distinction between weak and strong swear words is somewhat subjective and there is a non zero chance I may be convinced to upgrade or downgrade specific words if the comments feel strongly about it.

Say here means any form of communicating the word, including writing and typing. There must be evidence confirmed from a reliable source, not just unproven rumours. Quoting the words of others still counts. It still counts if the word is a reclaimed slur against a group the speaker is part of e.g. Kamala saying the n-word. Inference that they dictated it to their social media team who then wrote it still counts. Saying part of the word before trailing off does not count, but saying part of it before getting muted by others does. Saying the word self-censored does not count, but saying it while censored by others does. 

By inauguration day here means between market creation ~12:30 UTC on Tuesday 17 September 2024 and 23:59 UTC on Monday 20 January 2025, regardless of whether the presidential inauguration actually takes place that day.
