A tie would resolve as "NO" even if it is not higher solely based on rounding (I won't wait to close out for somebody to search out the precision). If the final public display is more precise (to the hundredths digit) but would round to 52.9% then it will resolve NO. If the final display is less precise and rounds to 53%, then this market would resolve to N/A.
