Resolves "YES" to any rule change, "NO" to any rule that isn't changed during the 2024 offseason, for the 24/25 season. If anybody has a better date for when rule changes are officially announced (and won't be announced afterwards), let me know and I'll change the resolution date.

@traders does anyone have an issue if I close all the non-announced rule changes as "NO"? I don't think there is precedent for additional rule changes after the rule changes are announced
