Resolves NO if the WvM market recives the council's consent to resolve within 30 days or less of the close of the WvM market.

Otherwise, resolves YES.

This assumes that the council will make a comment in the WvM market that can serve as the unambiguous timestamp of the councils announcment/proclaimation. This market could resolve NA if no such timestamp is created and the WvM market resolves on the 30th day at the council's direction.

This market should resolve by the 31st day following close of the WvM market.
