This market resolves to YES if, during the State of the Union address, the President explicitly states he has "just signed" or "is signing tonight" a new Executive Order (excluding a reference to the existing 15% tariff proposal).
It resolves to NO if he mentions existing policies or legislative requests without announcing a new specific order.
Verification will be based on the official White House transcript.
