The Israeli metro project is a planned grade separated regional metro for the Tel Aviv urban area. It is currently (to my knowledge) planned to be fully underground, but details aren't fully finalized and elevated rail is much faster and easier to build, so there may be arguments to change this eventually.
surface level light rail doesn't count for this
If the metro project is cancelled and never built, this resolves as N/A (even though arguably a literal interpretation should resolve as no).
This only applies to the three lines of the current planned metro project, not any subsequent expansion projects.
