This settles as yes if there's any Alon Levy post on pedestrian observations (or a different site, such as transitcosts) that talks approvingly about reforms made in any NYC area transit project. It doesn't have to be unqualified praise, but does have to be strongly positive and express a belief that some agency reform or change of strategy will lead to lower costs or improved service.
"NYC area" can mean any of the many transit agencies involved in New York (MTA, PATH, NJ transit, Amtrak etc), so long as these reforms meaningfully affect transit within the city (and this has to be significant enough to be specifically mentioned in the post).
