This could be done:
For AI safety reasons - how can you report an AI gone rogue to a company, nonprofit or government department, if the very same AI is preventing you from talking to a human?
But also:
To help elderly people who do not like/understand/trust AI technology
To help people who do not speak English (or the main language spoken in a country) well, who may struggle to communicate with an AI successfully or fear doing so, but who may be able to talk to another person
Banning AIs from being used to answer phone calls will not count as a yes for the purposes of this market. This market is about regulations, not outright bans.
