Some of the experts™ at the FDA seem to maybe be soft-floating the possibility that the "general public" will not "need" the updated COVID vaccine boosters. See below.
This question resolves YES if in the US there is approved a COVID vaccine booster, and for the remainder of 2023 that vaccine approval is limited to persons in high-risk groups such as the elderly and immunocompromised people. If there is no such limitation at any point in 2023, such that the vaccine is available to all adults who want it and do not have a medical condition that would prevent them from taking the vaccine, it resolves NO. If there is no booster authorized by EOY 2023, it resolves NA.
If the vaccine is first approved with restrictions, this market will still wait until EOY 2023 to resolve in case that eligibility is later expanded.

"However, the updated booster is not intended for everyone. It’s for people in high-risk groups – those who are age 75 or older, pregnant or immunocompromised, said Offit, who serves on the FDA’s expert panel that reviewed the vaccine companies’ data. Individuals in this group, he explained, stand to benefit the most in part because they account for a disproportionate number of COVID hospitalizations and deaths.
The general public should not expect to need to receive the latest COVID booster, Offit said."
