If in Dec season, the Masters ranking page mentions a higher league, eg a top 10 cutoff “Promotes to Grandmaster”, would that knowledge be enough to resolve this YES, even though the new division will remain empty until January?

@deagol I'm going to say no because the League wouldn't actually exist yet in 2023.
