No and it inspired me to submit a related suggestion:

@Clark i was a little mad about that exact thing because I initially rated 5 stars and wanted to change it to 1 star and write why I did so because it's unfair to the creator that they are rated poorly for another person's actions. At some point the option to rate the resolution popped up again so I did and it now shows that I rated it 1 star.

Now the option to rate the resolution pops up every time I look at the market, but it also shows that I already rated it right below the resolution. So I think they designed it to allow re rating but it's just not clear how to initiate it and the implementation is rather clunky. Or it's just a bug and I should submit a report about it letting me rerate the resolution
