Resolves yes if all the votes cast in at least one of the local electoral commissions ("obwodowa komisja wyborcza") outside of Poland will be considered invalid by the central commission (PKW) due to them not being all counted within the 24h time limit. This applies ONLY to the parliamentary elections votes, not the referendum (which seems to not impose a time limit).
