Which user would be a better choice to represent the Will of the People?

Note that if Orangey is chosen, Tumbles will still be present to act as Orangey’s translator. Also, if Tumbles is chosen, Orangey will still be present so that Tumbles may benefit from Orangey’s vibe-bolstering aura.
