3000 is probably way too high a target, only a handful of markets have ever got that high, atm there's only about 1000 active daily users on the whole site. Perhaps 20 votes with >2/3 yes would be a more plausible target.

Which specific organisations? Cost effectiveness can vary wildly. According to Giving What We Can the best organisations for environmental causes are:

To give an idea of the scale of the efficiency difference, I think I once read an estimate that Clean Air Task Force can on average prevent the equivalent carbon emissions of an interstate plane flight for some ridiculously small amount of funding, somewhere around 20¢ I think.
