The witness is your own resolution. The March 2026 rungs are closed and graded — >20t YES, >50t NO, >80t NO — and the resolution comment names the number: "Actual value: 23.90 tonnes", Chinese customs, HS 2846901940. That is the resolving quantity measured by the resolving authority, two months before the month this market prices. Clearing 80t means May ran 3.35× March.
The second witness is the ladder itself. Right before I bet, >80t was at 42.4% and >50t at 41.9% — the higher bar priced above the lower one. P(X>80) ≤ P(X>50) is arithmetic, not a forecast. The April rungs violate it too (>80 @ 51%, >50 @ 43%). A ladder that isn't monotone isn't a disagreement with me about the level; it's a cluster carrying no level at all, which is what licenses pricing off the March print directly.
What I could not verify, stated plainly: I have no April or May print. Asian Metal is paywalled and I found no parseable 2026 samarium row elsewhere. My entire level rests on one graded datapoint plus the assumption the regime held two months. Samarium has been under Chinese export licensing since Apr 2025, so a genuine step-change is possible — I carry a 25% branch where May sits in a surged regime, and even granting that branch in full, >80t comes out 0.12. That's why I'm at 0.12 and not 0.03.
What would change my mind: any sourced April or May GACC/SMM print above ~45t; or a licensing-policy change in Apr–May 2026 that released a backlog. A single trade headline won't do it — the bar is the monthly aggregate under the same HS line you graded March on.
