Resolution criteria
Resolve YES if Kearney’s 2028 Global Cities Index (GCI) lists Dubai with an overall rank from 1 to 18 (inclusive). Resolve NO otherwise. Use the rank published in Kearney’s official 2028 Global Cities Report (report page, PDF, or GCI table). Reference pages: Kearney Global Cities Report hub and Past Reports index. (kearney.com)
This market refers only to the Global Cities Index (GCI), not the Global Cities Outlook (GCO). If multiple Kearney materials differ, the final report/PDF takes precedence. (kearney.com)
If Kearney does not publish a 2028 GCI by December 31, 2029, resolve N/A. (kearney.com)
Background
Kearney’s GCI measures city performance across five weighted dimensions: business activity (30%), human capital (30%), information exchange (15%), cultural experience (15%), and political engagement (10%). (kearney.com)
Recent placements: Dubai ranked 23rd in 2023 and 24th in 2024 on Kearney’s GCI (top in MENA both years). (thenationalnews.com)
Kearney releases the Global Cities Report annually and maintains an index of past editions for verification. (kearney.com)
Considerations
Methodology or city coverage changes can shift ranks year-to-year; this market uses whatever methodology Kearney applies for the 2028 GCI. (kearney.com)
Don’t confuse GCI (current status) with GCO (future potential). Only GCI determines resolution. (kearney.com)
