A. Only internet shutdowns starting after elections (so internet shutdown during elections but lifted when polls close or shortly thereafter (how shortly?) do not count? or
B Any Internet shutdowns at any time from 1 minute after first polls close to a maybe a weeks post election result would count? or
C As A but must be widespread through Uganda and related to elections by president/government or opposition? or
D As B but must be widespread through Uganda and related to elections by president/government or opposition? or
