Trump has apparently been considering a decree to stop them flying at half mast for the death of Jimmy Carter at his inauguration because "nobody wants to see it." It's uncertain if he'll be able to do so.
Resolves YES if flags are still flying at half staff for the inauguration, and NO if they're not.
