Although it requires judgment, I consider being part of a polemic anything that could be in the homepage of a main media outlet. Some examples:
-Trump/Musk fight continues
-A new child is revealed
-His rebuttal to Twitter is filed
-A significant interview
-He buys Twitter
-He meets the Dalai Lama
I'll prefer to settle if by any day of the week Musk is on the front page of the Wall Street Journal because of some event that happened during the week.

My two cents: If you want an objective criteria, one possibility is "will the name Elon Musk appear anywhere on the front page of the Wall Street Journal during the week". It's not the same as what you were asking exactly, though. If you want a subjective criteria that's more similar to what you were originally asking, it's going to be a judgement call, but you can give examples of what would and wouldn't count as YES to make it clearer.
@jack There are examples of what counts as an YES, but I'll add examples of what counts as a NO too!
@BTE There were many news I could resolve YES for. I tried to resolve to something I found particularly odd. But I think that there are many news for which one could solve YES and in fact, I warned that I was intending to solve YES.
