FTSE has a reporting delay, but WSJ does not report anything like 4:35 or 4:45. Could be something weird with how WSJ displays RUT.
O nvm, just how WSJ displays it. No change ever occurred from 4 to 4:15. It is indeed just a delay.
@XComhghall I believe the 4-4:15pm window is for un-expiring options trading. The RUT does report on delay commonly.
