Costa Hawkins is a state law that prevents California cities from passing rent control that applies to any residential building built after February 1995. Cities are also forbidden from applying rent control to single family homes.

The AIDS Healthcare Foundation has, for the third time in four elections, qualified a measure for the ballot that will do a straight repeal of Costa Hawkins. The most recent attempt, in 2020, failed with 59% of voters voting NO.

AIDS Healthcare Foundation has drawn criticism from not working with other advocates on the measure.
