Hey Duggee is a big hit in our house and is lightly educational. It’s also delightful so unlikely to make a parent curse it down. 

 I guess it depends on the kid. "Löwenzahn" was also great. There's also "Willi wills wissen", "Frag doch mal... die Maus!" and "Quarks & Co", although that last one is meant for older children.

 while this is very educational, believe it's a little too "boring" for a 3 year old child.

With best I mean: The child learns a lot but also enjoys watching it. Bonus for shows that are available in German.
