Resolves YES if reports say Surovikin has finished resting and photographs prove he is still alive (but not necessarily in uniform or still a general).
Resolves NO if reports say he still needs a bit more rest, or if something happened to him that prevents him from being in a restful state.
Also resolves YES if he finishes resting but afterwards dies, preventing him from being in a well-rested state at resolution date. But the report of him being rested has to be credible, and it can't be short-term rest like just a day before falling out of a building.
