Feb 28, 10:55pm: I believe fair interpretation of the original wordings would be CB rate published on March 1st 11.30 MSK for the March 2nd.
Mar 1, 2:25pm: new rate was not published on time; waiting for it to resolve this market.

I would put more money on this because the actual global exchange rate is well over 100 Rubles per USD, but I don't trust the resolving source (Russia Bank). They seem to be posting at 93 for 1 March 2022, but that is probably the start of the day price. However of course this could change, I don't know how that website works. I do trust the @Вадим Евард to resolve this market according to their original specification and be fair about it.
