According to the Russian Central Bank, as reported at https://www.cbr.ru/eng/currency_base/daily/ Feb 28, 10:55pm: I believe fair interpretation of the original wordings would be CB rate published on March 1st 11.30 MSK for the March 2nd. Mar 1, 2:25pm: new rate was not published on time; waiting for it to resolve this market.

I can access the site just fine. But why is every site I look at reporting different numbers? Some are above 100, some are below... But if em is correct then no is the better bet.
I used a web proxy to grab it
I can retrieve it using curl; the TLS certificate appears to have been revoked (from my perspective, on a UK IP), but CLI tools can still turn off certificate verification and load it.
What will you use if https://www.cbr.ru/eng/currency_base/daily/ is down? I get load it, currently.
The central bank is reporting lower rates than the general markets are, gotta read that resolution fine print yo

I would put more money on this because the actual global exchange rate is well over 100 Rubles per USD, but I don't trust the resolving source (Russia Bank). They seem to be posting at 93 for 1 March 2022, but that is probably the start of the day price. However of course this could change, I don't know how that website works. I do trust the @Вадим Евард to resolve this market according to their original specification and be fair about it.
1usd = 100.387ruble atm... Russian central bank website has not been updated for today though.

I was going to put together almost this same trade but with March 15th, 2022 as the end date...kudos.
