You might want to change that to "≤3" (or maybe 3-), because nobody writes "3 or less" with a minus sign BEFORE the number (since it looks like "negative 3")
I've adopted this convention for Manifold MultiChoice questions of this style because I think it looks more elegant, and I just don't think anyone can look at it and not understand what it means. Obviously if negative answers where possible I wouldn't use it.
