One way this could go down is that the census could randomly sample 1/1000 of the population for enhanced data collection (psychological tests, medical exams, etc for like 1 week) and make participation mandatory like the draft or jury duty except you can’t get out of it for any reason at all — they can only accomodate your schedule and transportation needs.
