I am mutuals with Seb and can therefore verify it is up even if he locks. Because this market is absolutely unambiguous (he either deletes the tweet, or he doesn't) I will be betting in this market.

If it's up on August 1st this resolves YES if it's been deleted by then it resolves NO. Resolves NO as soon as the tweet is deleted.
