Resolves to the first person who was banned after creation of this market. The user must have at least one market, post, or comment which is not obvious spam.

Users deleted or banned on their own request do not count.

If the person is only banned from making markets and commenting, that still counts.

If multiple people are banned at roughly the same time, I may resolve to all of them rather than just the first one.

If I resolve this to user X who was banned, but some other user Y was banned earlier, but no one has brought Y's ban to my attention by commenting on this market, that should not count as an incorrect resolution.
