If one athlete finishes and the other athlete does not start or does not finish, then the finisher automatically wins.

If neither athlete finishes due to DNS &/or DNF, then it resolves to N/A.

Mainly it is important to ask because the way the question is phrased is unbalanced -- since you're asking if X beats Y, we have to be a little careful about all the other types of results. Like if neither starts, then someone will walk in and say "technically this is No because Keegan did not beat Pidcock". By answering those beforehand, you avoid complainers later on.

What is your policy regarding DNS?
