Major candidates are decided by candidates who are polling well enough to qualify for a debate plus trump. Dropping out of the race is decided by the candidate announcing it or if it is ambiguous then significant consensus from the media. I will wait at least 24 hours after an announcement in case they made a mistake. If they eventually rejoin the race it will count as them dropping out of the race.
