Factors to consider that you might be overlooking:
The Bush plan for AIDS is claimed to have saved 25 million lives.
The Clinton crime bill is generally recognized to have increased incarceration while playing little role in the drop in crime.
NAFTA (under Clinton) is considered to have increased economic growth (with mixed effects on jobs). Admitting China to the WTO (also under Clinton) is considered to have benefited consumers but caused large job losses for Americans and hollowed out certain manufacturing sectors and parts of the country.
Clinton, Bush, and Obama all adopted a mostly hands-off approach to new digital technologies.
Clinton and Bush had similar policies towards financial regulation.
My voting list:
Place 1. Biden
He defeated Trump in the election and could potentially do so again if he were healthy. His policies were generally adequate, and under his presidency the U.S. was seen as a positive actor by friendly nations and allies.
Place 2. Bush
He appeared like a silly ordinary person, but he managed to eliminate Saddam Hussein and defeat Gaddafi - superpowerful maniaks whom previous presidents had been unable or unwilling to confront decisively.
Place 3. Clinton
He governed during the era of the internet’s global launch. His administration supported massive global investment that initially improved people’s lives worldwide. However, this also contributed to the rise of powerful elites and transnational corporations that overpowered small states.
Place 4. Trump
He made many extremely aggressive and abusive statements toward other countries, which ironically pushed them to become more independent and united. His policies also exposed serious problems in the U.S. prison and enforcement systems, with tens thousands of innocent men and women tortured into detention over administrative immigration issues.
Place 5. Obama
Obama received enormous praise and even a Nobel Peace Prize nomination, but wasted all that credit and for many people in Asia, Africa, South America his presidency was deeply harmful. He abandoned allies, allowed U.S. weapons to fall into the hands of ISIS and al-Qaeda, and betrayed Georgia, despite Georgia having achieved the most successful anti-corruption transformations in the post-Soviet and reopening a real path toward NATO and EU integration. By forgiving and accepting Russia’s 2008 invasion and occupation of Georgian territory, Obama enabled Putin’s military rise and set the precedent that later led to Russia’s subsequent wars and invasions.
Internationally, Obama was much more terrible for people. Trump often speaks nonsense, Russian propaganda and promotes war criminals and dictators, which is deeply tragic.
However, Trump has maintained sanctions (encreased slightly), helping to protect allies (not anbandoning fully), and has not been entirely hostile to human freedoms.
He also promised support for Iranian protesters, as the Iranian regime is extremely corrupt. He has imposed sanctions on Venezuela as well, where democracy is largely fake and the country is ruled by corrupt bandits and criminal networks.
Trump’s narcissism is a serious flaw and harmful both for him and for the United States. Obama, on the other hand, had negative consequences for people around the world, including the rise of ISIS and Putin, as well as leaving conflicts to rise in Africa and elsewhere.
Both Obama and Trump had negative aspects, but in the end, the results are mixed.
