A Democratic candidate will be considered to have ‘underperformed Harris’ if the vote percent they get in the 2026 US House elections is strictly less than the vote percent Kamala Harris recieved in their district in 2024.
A Democratic Candidates vote percent includes all parties they are listed on the ballot under, such as Common Sense or Working for Families.
Example:
If this was the 2026 NY-3 Result:
Tom Suozzi (Democratic) 46.0%
Tom Suozzi (Common Sense) 10.0%
Mike LiPetri (Republican) 44%
Tom Suozzi would not be included as an underperformer, as Harris got 47.08% in his district and he got 56% (46+10%)
If the result is very very close, I will use The Down Ballot vote totals (see Google sheet below) or another trusted source to calculate the exact vote percent down to 10 decimal places if needed to work out an answer.
