
Resolves to the deck that has the highest result for [number of matches won]/[number of matches played], including both Swiss and top 4. Any match that had a result submitted for it counts, even if no games were actually played due to an early concession. (Byes don't count.) If there's a tie, resolves equally to all tied options.
A deck that never gets played in any match is assigned a win rate of 0.

It is of course possible for someone to pick a terrible deck, bribe their opponent to concede one match, then nobody ever plays it again, giving it a win rate of 100%. But this sort of manipulation can be fought by other people betting on other decks, then doing the same to make that deck lose a match.
