YES. As joy_void_joy says, the question was phrased unambiguously. If the market creator intended there to be an exception for duplicate accounts, that probably should have been part of the prediction description from the start.
YES. My read of Scott is that he banned the poster for a month, not the account. If the poster continues to post from another account despite their ban, that is on their conscience.
